Try TortoiseCVS instead - it shows you what will be committed before
asking for the comment:

If you like a separate app (rather than explorer plugin) - then try CVS
Suite 2009 - CVS Suite Studio (it uses the TortoiseCVS commit dialog,
and also has flat view):
