you need to add exception in the windows firewall for the port 2401 which CVS Server uses for communicating with the systems in the network.

Go to Windows Security alerts in Control Pnael, select windows firewall, then select exceptions tab, add port -> 2401. It will solve the problem.  

Chk in Cmd prompt -- telnet 198.132.184.3 2401. If it goes to that link then ur 2401 port is active to receive communication.
