totally lost - macro shell is not available

I've read several posts on several support pages, and have no idea what to do. Initially, I downloaded/ installed winCVS without either TCL or Python, because the install indicated they were both optional.
Then I needed to resurrect a file that was removed with a cvs remove. And a post somewhere said that Python had a macro.
So I downloaded and installed Python - did not fix it.
So I downloaded and installed TCL - did not fix it.
Python32 build 216.1
ActiveState ActiveTcl .5.11.0.295402 Nov 07, 2011 (from readme.txt)
WinCVS 2.1.1.1 build 1
WindowsXP PRO SP3
I did a pretty good job of stumbling through the intial install of WinCVS, so I have several directories in Program Files:
CVS Suite
CVSNT
GNU (this is the folder where my shortcut takes me and it what is referenced above)
