Wincvs -Exclusive locks Issues !!

Hi Guys

  I have a issue in my project where in developers are doing a exclusive locks on codes and once they leave the project we have tough time removing the locks.
How can a cvsadmin user remove the exclusive locks set by developers.Please let me know.
