[TortoiseCVS] TortoiseCVS 1.9.9 UNSTABLE released

This release contains a number of new features contributed by March Hare:

- The Checkout dialog now contains a repository browser, making it easy 
to checkout a single file or folder.
- Support for editing/committing on bug number.
- Support for entering a comment on Edit.

Also, a number of bugs have been fixed.
