To give users and translators an easy way of determining the completeness of a specific translation, a new page has been put up at http://www.tortoisecvs.org/lang.shtml (also reachable from the "Translations" link in the left menu). This page lists all translations available for TortoiseCVS, including those in progress, along with a percentage indicating how complete or up to date each translation is.
