Updaitting actual "live" files

Hi
I have been assigned the task to bring content version control to my
company.  I set up CVS  and its repository but don't' understand how the
files (in the actual live area) get updated from the repository.  I know
that on the command line you have to do an export, but since many users
I'm dealing with are not unix savvy, I will need Tortoise to do this.
It's probably a stupid question but I've spent 2 full days on this
project and need to get it done.
