TortoiseCVS by design uses the "edit" verb, not the "open" verb. I.e. on
your system, the application configured for editing .jpg files is MS Paint.

The reason for this is that the 'open' action for e.g. a .bat or .exe
file is to run the file, which is both potentially dangerous and not
generally what one would understand to "view" the file.
