Look again - the text says 'TortoiseCVS version ...'

Very oddly the version in your example is blank - probably meaning that
you built it yourself and didn't run the build scripts properly.  If you
did not build it yourself please e-mail the mailing list/newsgroup a
link to where you downloaded this from.

Note: this is quite old and we strongly recommend that you upgrade to
2.5.04 or the 2.5.05 testing release.

You can also right click on TortoiseAct.exe and look at the version
properties, however if the dialog is blank probably so will that.
