Tortoise CVS - Files not set read-only on checkout

VISTA Enterprise Edition SP1
TortoiseCVS version: 1.10.10
CVS client version: Concurrent Versions System (CVSNT) 2.5.03 (Scorpio) Build 2382
CVS server version: Concurrent Versions System (CVSNT) 2.5.04 (Zen) Build 3236 ()
SSH client version: TortoisePlink Release 0.56

I am experimenting TortoiseCVS, creating modules with the "Checkout read-only" option ticked.  Using this option I was expecting files to be readonly when the module was checked out however this is not happening. The files are not readonly and can be edited using notepad etc.  For info I have tried changing the edit policy however this do not make any difference.

To help, I've attached output from CVS commands below.

Tortoise Tip: The top-level folder has now been created in CVS.
To add files and subfolders, invoke the CVS Add Contents command.
