I think you misunderstood Tortsten's comments - the TortoiseCVS you are
using was downloaded from march-hare.com and already has
MARCH_HARE_BUILD set, if it wasn't set then that option would not be
available at all.

Yes - please re-read my post to the TortoiseCVS newsgroup last week.  If
you want to obtain this behaviour we recommend using kx.  I believe that
2.5.04 requires 'cvs watch ro' to distinguish between a watch and a read
only watch, but the 'free' release doesn't issue this properly.

March Hare supply a commercial product which is tested and this feature
works, and we also supply a gratis product which is not tested and may
or may not work (both products are free but the commercial one you have
to pay for).  The Free Software Foundation have gone some way to
clarifying the expected price of free software (more than non-free
software) and in the next few weeks we'll be updating all our downloads
so finally people will be able to download true 'evaluation' copies of
the qa-commercial versions....
