What do you mean by update?  In the CVS world, a user performs an update
to obtain the latest copy of a file from the repository.  A user will 
perform
a commit operation when their changes are ready to be written to the 
repository
so that others can make use of them. 

In the screenshot you provided, notice the arrows on the context menu. The
arrow next to CVS Update is pointing down, indicating *down*load; the 
arrow
next to CVS Commit is pointing up, indicating *up*load.

Are your users working with a local repository or are they accessing a 
central
CVS server?  If they are accessing a central server, they shouldn't have 
access
the repository.  If they use a local repository, then they should avoid 
accessing
the repository and even if they do, the icon overlays would not be applied 
(I believe).

If you provide a little more information about your environment and the 
steps the
user is taking to get to this issue, it would help us all to help you.
