There is no icon that indicates this - you can only determine if files 
are the latest version by doing a CVS Update.
The icons only tell you if *you* have made changes to the local files in 
the sandbox.

No, because the repository is not a sandbox (please make sure that you 
understand both terms) and contains only files ending in ",v". Please 
note that only network administrators should have any access to the 
repository.

 From what you write, I would suggest that you spend a few hours reading 
the first chapters of the User Guide included with TortoiseCVS.
