It is very strongly recommended (in cvs client documentation) that you don't name a folder CVS, as the CVS client itself uses folders of that name for specific purposes and is likely to misunderstand things if you do so. (Certainly that's true for CVSNT, probably for nongnu-CVS) It may be that Tortoise deliberately ignores it for much the same reason. Note that it is also possible to configure Tortoise to Exclude (or Include) certain folders. See CVS->Preferences->Advanced Tab. Though if your set-up is new it is unlikely that these have been set. If it's a repository folder (unlikely as you're asking about Tortoise), try calling it cvsrepo.
