Does the folder you want to checkout to happen to be a removable drive or network drive?  By default, Tortoise does not allow you use those types of drives.  You can change this under the "Policy" tab of your preferences.

Please see a screenshot of my (German, sorry) context menu attached. What you can see is that there is no CVS Checkout option (apart from SVN Checkout, of course). So there is no way for me to connect to a CVS repository to checkout anything.
