"move" seems to mean "move" :) It could be that the CVSNT manual entry is just badly worded, and means "create a tag, but move it if it exists". This is clearly different from "Move the tag if it already exists." The TortoiseCVS dialog talks about "moving" a tag. TortoiseCVS's basic strength is making CVSNT a user-friendly tool, and probably giving this option a wording that is closer to what it does would be in alignment with this. "Move existing or create new tag" maybe.
