I had the same problem, and went through several .chm readers and got very 
frustrated before I figured this out:
On Windows machines, it blocks the embedded links in the .chm file to try to 
protect you from security vulerabilities.  To view the file you must right 
click the link and save the file on your computer, then right click on the 
file and choose "properties".  At the bottom it will say "The content of 
this file is blocked..." with a button that says "unblock".  Click that 
button to unblock the content.  Then the microsoft help-file reader will be 
able to open and display the contents.
