If in doubt, compile it from source yourself - it is 'open source'
software not 'someone else volunteers to do absolutely everything for
you' software ;)
 
If you are particularly worried then you can download the CVS Suite 2009
trial which includes TortoiseCVS and is signed - if the signature on the
MSI shows as valid (view the properties in Windows Explorer) then the
installer has not been tampered with, similarly the installed
TortoiseAct.exe and TortoiseShell.dll are also signed by March Hare
Software.
