I ended up doing nothing because I figured out that the current 
behaviour is correct.

Specifying a date is, in general, not enough to unambiguously define the 
correct revisions - because when you have more than one branch, a date 
can refer to more than one branch.

If you do actually only have one branch (i.e. you have not created any 
branches, so that you only have HEAD (aka trunk)), then the '-r HEAD' 
will not hurt. If you are working on a branch, you must specify the 
correct branch name to TortoiseCVS.
