Problems with CVSNT in 1.12.1 RC6

After installing 1.12.1 RC6 on WinXP SP3 (with latest updates), I tried looking 
up the modules, only to have TCVS just give me failure messages.
So I tried running 'cvs' from the command line, which then started popping up 
dialogs about not finding various DLLs.
While I was able to find some precompiled binaries, I was not able to get 
through a complete list as I couldn't find one aside from the sources (pcre 
7.9).
This doesn't seem to be an issue with TCVS itself, just the provided CVSNT 
(version 2.5.3.2382), which seems to be missing or having misnamed at least the 
following DLLs:

- reported libiconv-1.9.1.dll was missing, provided iconv.dll, rename took care 
of it.
- reported libxml2-2.7.3.dll was missing, found a pre-compiled version online 
(at libxml2's homepage), drop-in took care of it.
- reportedlibpcreposix-7.9.dll was missing, only able to find source which 
requires CMake to build.

The error messages suggest reinstalling, which I have not done yet; but I don't 
think that will solve the issue.

For installation summary:

- Installed TCVS 1.12.1 RC6 setup
- OS: Windows XP SP3

Also, I tried looking up CVSNT, and they seem to be moving so on. CVSNT 3 was 
renamed to EVS, and none of the CVSNT lists seemed to be accessible from their 
site.
Perhaps I had the wrong site? (cvsnt.org redirects to 
http://www.march-hare.com/cvspro/). I was unable to find any CVSNT downloads 
their other than their offered pay-fors and trials (not encouraging).
