1.12.2 Installation Failure

I am trying to install TortoiseCVS-1.12.2.exe on Win XP SP3 thanks to a messed 
up disk that required a re-install of XP.  I get "Failed to start TortoiseCVS 
runtime installer (error "This application has failed to start because the 
application configuration is incorrect. Reinstalling the application may fix 
this problem"). Setup cannot continue."  This is similar to the message that was 
reported. I tried installing the Visual  C++ 2008 Redistributable, and it still 
happens.
I found an old 1.10.9 download on my back up disk and tried it. It installed 
Visual C++ 2005 Redist. And the installation completed successfully. So I 
retried 1.12.2 and it still failed.
