TortoiseCVS 1.12.3

A new version, TortoiseCVS 1.12.3, is now available for download from
http://www.tortoisecvs.org.

The Visual C++ runtime included in 1.12.2 was unfortunately the wrong
version, which meant that it did not work on computers that did not
already have the correct version installed. Sorry for the inconvenience.
