Great - it looks like the upgrade to 1.12.5 worked for you - this is
good news.
 
As previously explained: TortoiseCVS is a *CLIENT*, and you need both a
*SERVER* and a *CLIENT* (one PC can be both).  You've downloaded the
TortoiseCVS 1.12.5 *CLIENT* software, if you want a server too then
you'll need to download and install that.  The server control panel and
server service are a part of the server software, not the client
software.
 
TortoiseCVS previously bundled CVSNT Server - this is still *free
software* no longer available for zero-dollars as explained here:

Gordo's 10.10 diagnostics indicate that the server has serious security
issues (2.5.03.2382), so we do strongly recommend you upgrade:
