Make New Module Error - Local Folder

I'm trying to create a personal repository without a server, but no matter
what I try the operation fails.  I'm following the instructions on the FAQ.
Here are the error messages:

In C:\Users\Swizzle\AppData\Local\Temp\TortoiseCVS make new module temp\:
"C:\Program
Files\CVSNT\cvs.exe" -q -d :local:F:/temp import -m  code tcvs-vendor
tcvs-release
CVSROOT=:local:F:/temp

cvs [import aborted]: F:/temp/CVSROOT: No such file or directory

Error, CVS operation failed

In C:\Users\Swizzle\AppData\Local\Temp\TortoiseCVS make new module temp\:
"C:\Program
Files\CVSNT\cvs.exe" -q init
CVSROOT=:local:F:/temp

cvs [init aborted]: Couldn't open default trigger library: No such file or
directory

Error, CVS operation failed

In C:\Users\Swizzle\AppData\Local\Temp\TortoiseCVS make new module temp\:

Error, CVS operation failed

Tortoise Tip:  Sometimes you get this error if you have the repository
folder wrong in the Checkout
dialog.  Make sure you have a slash at the start of the folder name, and
that the case and path are
correct.  Watch out for spurious trailing characters.

Examples are:  "/cvsroot", "/usr/local/cvs-repository", "/cvsroot/cvsgui"

Can someone please tell me what I'm doing wrong?
