I had the same problem in Windows 7.
My workaround is reinstall TortoiseOverlays as non-admin user:
- install TortoiseCVS as local admin;
- logout and log on as non-admin-user;
- launch cmd.exe as local admin (right mouse click on cmd.exe)
- execute "wmic product get Name,PackageCache | findstr Over"
   Example:
   C:\>wmic product get Name,PackageCache | findstr Over
   TortoiseOverlays                C:\Windows\Installer\66d98.msi
- launch second cmd.exe as non-admin user and execute C:\Windows\Installer\66d98.msi
- reboot
