The option to run without a server doesn't exist. Well it does, but this uses the :local: protocol which is for the use of developers of CVSNT only. 

A CVSNT server is very lightweight and will give you far more features and work more reliably than trying to use some obscure function.  We've promised for years to remove :local: support from the client and soon we will.
