Odd, it might be because you only have a client installation of CVSNT, no 
server, that would not necessarily include everything needed for a 
repository. 
Using :local: for anything other than debugging CVSNT is no longer adviced 
so it would not be that much of a surprise it no longer works. 
You could try the http://www.march-hare.com/cvspro/ trial. Or if you don't 
have to use CVS you could have a look at Subversion or something like 
Mercurial.
