Certainly you should not use local: for your repository.

However it's trivial to use sspi: for it.
You don't need to be on a separate computer - it's quite happy to have the server on the same PC as the client.

Are you actually trying to create a new repository, or to add a new Module to an existing one ?

For a CVSNT repository, open the control panel and use the CVSNT Server entry to create a new one.
Then start adding modules, which you can do from your client.

Sounds like you've already got CVSNT (which version ?) so no need to jump ship to SVN etc.
