The error message "Couldn't open default trigger library" means that the CVSNT installed is the client only.  

You cannot create repositories using the 'client only' CVSNT.  You cannot work with :local: using the 'client only' CVSNT.

As far as I can remember I've previously sent Torsten a 'local' CVSNT installer for use in TortoiseCVS - although the use of :local: by the client is NOT SUPPORTED, and is NOT RECOMMENDED and will SOON BE REMOVED.

If you want a repository on your PC, install the server - it's very lightweight and it will work and not corrupt your files.  

The :local: protocol was only ever intended to be used for the developers of CVSNT itself for debugging, it was never intended to be used for any other purpose.  

I know of several repositories corrupted by using :local:.  When we publish that a feature is 'not recommended' it's for very very good reasons.  PLEASE LISTEN.

Don't you get a question with a checkbox? You should check 'Initialise a 
new repository here' and choose OK. After that, it will try again and 
should work. 
ps.: While it will probably work I wouldn't call my repository folder CVS 
but more something like repository or cvsrepository. CVS is a foldername 
used by CVS for storing internal files, it might get confusing.
