Tags and Sticky Tags

Hi;

I selected the top level directory in my sandbox and tagged all files
and directories beneath it with a release number.

I opened up a few random files with "History" and I saw the tag, but

1. The field "Sticky Tag" was blank there
2. "Sticky Tag" was also blank in explorer

Is a tag and sticky tag the same thing?
