Problem with Tortoise on New Computer

I have been using tortoiseCVS for years now with no difficulties. I bought a new Win7 64-bit machine and made my old hard drive the D drive, adding a new C drive. I can't seem to get Tortoise to work. I changed the ROOT files to point to the D drive, but now I get: cvs [log aborted]: Couldn't open default trigger library: No such file or directory Any help would be greatly appreciated.
