This error is coming from CVSNT not from TortoiseCVS.  
 
TortoiseCVS is the gui that draws the pictures/dialogs, CVSNT is the
version control system that does the checkin/checkout.
 
I suggest the easiest way to fix the problem is to upgrade CVSNT to the
latest 2.8.01.4287 - the latest bundle includes TortoiseCVS and is
tested on Windows 7 x64:
