issue with exclusive editing on win7

Hi,

We are currently 
migrating a lot of computers to win7 from win xp and have an issue of 
exclusive editing on windows 7. The -c flag is not sent for the edit 
command when performing an exclusive edit how can we get this to be 
sent?

All documents maitained from win7/winxp are word design document and thus we have used: tortoisecvs -> preferences -> Edit -> Exclusive editing only (CVSNT servers only)
This option is enabled on both windows XP as well as windows 7

On windows XP it has worked as we want and we have received an error message when trying to edit a file already being edited by someone else since to avoid a lot of manual merging and copy paste in between documents.

Error, CVS operation failed

Tortoise Tip: Someone else is editing the file you want to work on. If the file is binary, you must wait for 
the other user to commit the file before you can edit it. Otherwise, you may edit in parallel with the 
other user; CVS will eventually merge your changes with those of the other user. However, you might 
want to talk to the other user to ensure that you are not both working on the same lines of the file.

Ok without any error message but the user must manually note that the file is already being edited by someone from the row in the output window. Earlier on XP there was an error and the edit was aborted. Now file is edited by 2 persons concurently and this will only be noted when the 2nd person try to perform a commit.


I noted that it from tortoisecvs looks as the -c flag sent for the edit command is not being sent. I 
have tried to add .cvsrc file with edit -c option but with out success to prevent multiple persons performing concurrent edits.
It works fine to manually issue a cvs cvs->command as "edit -zc" then 
it works as on XP and an error occurs when trying to edit the file

How do we get the same behavior on windows 7 as on XP when the edit policy 
is set to "Exclusive editing only (CVSNT servers only)" that the -c flag sent when performing an edit command?


The repository is on a unix machine and both win xp and win7 are communicating with the same cvs server and no change has been performed on this server side.
