MS Windows has a limited number of 'slots' available for context menus.
With each release of windows the number of 'free' slots gets lower.  If
you uninstall every right click menu (including media players,
antivirus, winzip etc etc) then install TortoiseCVS then it'll probably
work.  If it still doesn't work, then it's a different problem.

Note: the context menus for different 'areas' are registered separately,
eg: desktop, folder, file, whitespace etc. So check the context menu is
not working everywhere before proceeding.

CVS Suite includes a diagnostic utility to show which context menus are
installed (cvsdiag > c:\client.txt), you could uninstall the community
edition of TortoiseCVS and try the CVS Suite trial.

This is the closest thing I've found googling around.  I wanted to check

with folks here whether this is a known issue?
