An update on this...

I've spent some time playing with Lopesoft's FileMenu Tools.  I've 
gotten rid of a bunch of things I never use, and it now appears that all 
of the CVS context menu functionality is there.

One thing that may have contributed to my confusion is that I expect to 
be able to 'cvs update' a directory D by going into D in Explorer and 
right-clicking in the background (i.e. NOT on a file/folder contained in 
D).  It seems that I have to actually select folder D in order to get 
the update option in the context menu.

This is different behavior from SVN, Git, and Hg.  I'm pretty certain 
CVS and SVN  worked the same way at some point in the past (my CVS repos 
are all older, and I don't access them very frequently).

But I guess as long as I know how to get the job done, it will suffice.
