Clicking on the background in a library is a specific case.  I'm not
sure if TortoieCVS handles it yet (and which particular build was the
first to include it), but it's good to know that TortoiseSVN already
does - if needed we can steal the solution from there ;)

Libraries are new in Windows 7, they replace MyDocuments etc.  If using
Win 7 x64 in a corporate environment the MyDocuments may or may not be a
library (which may explain why it works OK for Richard but not for
David).  The roaming profile will decide...

TortoiseCVS 'click on brackground' works OK in any 'real' directory (eg:
c:\work).
