Ah, I think this is the answer.

I definitely have libraries. If I copy a CVS working tree to c:\, I can 
background-click to update.  Also, if I take care to avoid the library 
links (work my way down from C:\ -> c:\users -> c:\users\me -> 
c:\users\me\documents...) in Explorer, I can also background-click.
