The INSTALL file *is* the documentation for ViewVC installation.  ViewVC is 
a Python program.  It requires no kernel changes.  It requires no system 
restart, though if you use Apache to serve up ViewVC, you'll need to restart 
Apache after changing its configuration files to know where ViewVC is installed.

The INSTALL file really does tell you what you need:  basically Python, the 
Subversion Python bindings, and miscellaneous external tools (GNU diff, 
etc.).  You shouldn't find anything sinister going on.
