Hrm.  I'm using it quite successfully on svn.collab.net.  This authorizer 
does differ from the others, though, in that it can take usernames into 
account.  So here are some questions that might reveal a misstep:

* Do you also have 'authorizer = svnauthz' set under the [general] section 
of your configuration file?  You can populate the values of "forbidden=" and 
"forbiddenre=" and "authzfile=" all day long, but if you don't enable the 
authorizer with the "authorizer=" configuration line, the authorizer will 
not be used.

* Are the names of the repositories in the svn.access file the same as the 
names of the roots under ViewVC?

* Are you requiring all ViewVC users to provide usernames/passwords, where 
the usernames match those found in your svn.access file?
