What is currently set:

[general]  --  (don't see authorizer = in this section of the conf file )

root_parents = /svn/Repositories : svn

[utilities]

svn = /svn/bin
diff = /usr/local/bin/diff

[options] -- ( everything not listed here is default or commented out )

authorizer = svnauthz
authorizer = forbiddenre -- ( this is working perfectly )
template_dir = /svn/src/viewvc-1.1-dev-2008328/templates

[authz-forbiddenre] -- ( working )

forbiddenre = Gandalf/branches/, Gandalf/tags/,
Gandalf/trunk/svn_test_file_E.txt, Gandalf/trunk/svn_test_file_A.txt

[authz-svnauthz] - ( Not working)

authzfile = /svn/conf/accessControl/svn.access

This may be the issue as we put nothing here it is the commented out -
default
#svn_roots = svn: /home/svnrepos

Yes we modified the httpd configuration file to use LDAP for ViewVC as well
as Subversion
this is working very well also.
