[viewvc-dev] Please support UTF-8

Hello,

First I want to thank you for all the effort doing ViewVC, but here I was
thinking if it weren't very mean of me to ask for you to add support for
UTF-8 encoding, by today it seems that any content in UTF-8 will be
displayed like this:  =EF=BF=BD if it's a special character like =C3=A1, =
=C3=A9, =C3=AD, =C3=B3, or =C3=BA.

I hope it's not a big problem,
