ViewVC's support for UTF-8 and other non-ASCII character encodings has
been improving over time, but does employ third-party Python modules to
accomplish its task.

What version of ViewVC are you using?  Do you have the 'chardet' Python
module installed on your system?  Do you have ViewVC configured with
"detect_encoding =3D 1" in viewvc.conf?
