OK, so your advice worked perfectly...until I upgraded the server to 
Subversion 1.6.1.

Now, even with the config setting, annotation fails. The exception is still:

SubversionException: ("Can't open file '/root/.subversion/servers': 
Permission denied", 13)

So, something in ViewVC that does work in Subversion 1.5, but not in 
Subversion 1.6?
