I am currently re-running the rebuild command to try and pick up any commits 
(this is a test database so I had commited some dummy information hopes to 
see if maybe that was the problem).

Tacking the &format=rss onto the query results however works :)

How long does svndbamin rebuild normally take on larger repositories?  Is > 
30 minutes normal when dealing with possibly thousands of files / revisions?

Do you have commits to your repository within the last month?  That's the 
default window of time that the RSS feeds will use when searching for 
changes.

What happens if you take one of your non-RSS DB query result pages and tack 
"&format=rss" on the end of its URL?
