Just an idea:  What about using some special symbol to distinguish
such new virtual root URLs from the traditional ones?  Example::
   /viewvc/++vroot++/cvs/foo
   /viewvc/++vroot++/svn/foo
This way the old URLs would behave as before.

Unfortunately I'm busy in an urgent project until May.  
Otherwise I would have tried to provide a patch doing this.
