It is a bug in the windows c-runtime library, so cannot be fixed in CVSNT.  

We've provided changes to the software that appears to be a suitable solution for our commercial customers, however you should discuss your actual requirements (file sizes, number of revisions, client and server platforms) with your technical account manager (or just e-mail [email protected]).
