[p4] Is it legal to start some P4D daemon at same server with same licence (listen different ports) ?

Most license are (were?) restricted to a particular port to prevent this, but if
you have a license with no port restriction, it was probably granted to allow
it, with the understanding that these servers would have a single user pool.

Historically it's been considered fine to have multiple server instances as
long as the total number of human users accessing the system is the same number
of users that you've purchased licenses for.
