[p4] Checkpoints are in wrong directory for wrong database

The db files will be created in the current working directory unless you use -r
to specify the P4ROOT as you found. Those 16KB files are new "empty"
db files as it didn't find any existing db files

Try specifying the actual directory/folder in quotes (to protect the space in
the path), not the literal $P4ROOT

p4d  - r " C :\ Program   Files \ Perforce \ Server"   - jc  - z
