The syntax $P4ROOT is a Unix-ism and won't work on Windows.

Another option besides specifying the root on the command line is to send the
command to the service directly (since it knows where its root is):

p4 admin checkpoint -z  
Note that this requires the service to be running (so that it can handle the
"p4 admin" request), but is otherwise identical to running "p4d
-jc -z" from the server root.
