This is a server-side permissions error.  My guess is that this:

is not what's happening.  When he reformatted his machine, he also
changed the user name he's using to connect to the Perforce server, and the
user name he's using now does not have any access granted to it.

The other possibility is that when he reformatted his machine he also changed
how he connects to the server (new VPN/proxy settings?) and now his IP is
different, and his permissions were restricted based on IP.
